Upgraded to 5.9.10, and site homepage will only go to dashboard.action

Has anyone else had this issue? I upgraded a test environment to 5.9.10, and no matter what space Site Homepage is set to in Further Configuration, it always goes to dashboard.action, even for anonymous users.

This issue has been resolved. Both problems were happening due to proxy cache settings in nginx; they forced all connections to go to the dashboard, and showed restricted information to anyone. This did not happen in 5.8.7.
