This is Elam here from Carrier. I want to Upgraded Confluence from 7.4.5 to 7.13.0. So whom to contact exactly. Kindly help me. Thanks.

Since you are using an on-prem version of Confluence you will need to check and make sure that you have a current license.  You can check the status here https://my.atlassian.com/product

Once you confirm that you have a current license you can download the version you would like to upgrade here (I am assuming you are on server): https://www.atlassian.com/software/confluence/download-archives

Then you just need to follow the upgrade guide here: https://confluence.atlassian.com/doc/upgrading-confluence-4578.html
