Updating

I am looking to add a watcher to an existing issue. I see the watchers section with a lock. When hovering over message is received that I do not have permissions to update the list of groups. How can I update this?

There is a Permission called "Manage watcher list." This is the permission required in order to add someone else as a Watcher. You'll need to have your Jira admin grant you this permission.
