When we update confluence from version 7.0.2 to 7.16.0, we can not login with any user with the message "Sorry, an error occurred trying to log you in. Please try again."
We notices that the app switcher returns an 401 error too.

are you using internal users or users coming from AD/Crowd?
My suggestion is to use the following approach https://confluence.atlassian.com/doc/restore-passwords-to-recover-admin-user-rights-158390.html to recovery access as admin and perform a check on your instance in order to verify that users are managed in a correct way.
