I am trying to submit a support ticket to reactivate a Confluence administrator account, and I was asked to enter the site URL of our app.
However, when I enter the following URL, I receive an error message saying that the Cloud URL cannot be found:
[site URL removed for privacy]
The error message says:
"Sorry, we can't find this Cloud URL."
But I can access the site normally using the following URL:
[site URL removed for privacy]
Could you please let me know what format of site URL I should enter when submitting the ticket?

Depending on the type of request you're trying to raise, there are a couple of support channels you can use.
However, if the site is not recognized on the main support one, you can try the following one: Atlassian Support: Pricing, Billing & Licensing > note that this one is mainly related to billing and licensing questions.

Could you please let me know the steps to delete users as an administrator?
Also, please let me know if users should be removed from Atlassian Admin instead of Confluence directly.

And yes - you need to be user access admin or org admin in order to 'remove licences' for cloud apps. 👈
In short, navigate to admin.atlassian.com > Directory > Users and you should be able to configure user access from there (unless users are synced from IdP and those synced user groups provide access)

I think I’m starting to understand your point. But as @안휘찬 already mentioned, this looks like a case for Atlassian Support.
If the issue is about getting administrative access, then Atlassian needs to verify whether you are eligible for it.
That is not really something the Community can determine from the outside.
