Getting following error when i try to enable confluence (though I have org admin access)

As mentioned in the message this can be caused if there is a billing issue with the subscriptions under your Organization. Have you checked the billing information for your subscription to ensure all payments are up to date?
Have you had a Confluence subscription for the site to which you are trying to add Confluence? If so, and you cancelled the subscription then the process of deleting it may still be in progress.
In either case you can contact the Billing, Licensing Support team about this issue by completing and submitting the form at this site.
