Unable to add Confluence to my account

I am trying to add Confluence to my account and am receiving a message stating that it is unable to be added.  I've checked all my invoices and we are fully paid up.  I am the org admin so should have rights.  Can't find anything wrong with our account.

Any idea what I need to do to get this added?

@Dan Muir How are you trying to add the app? According to this page https://support.atlassian.com/organization-administration/docs/add-a-new-product-to-your-organization/:

  • For existing customers: Start a free trial from Atlassian Administration

While existing customers can add an app from www.atlassian.com, we recommend following the steps on this page to add apps from Atlassian Administration. This ensures you’re adding apps to an existing organization.
