Lately I seen here on forum a couple "Unexpected" maintenances questions related to yours.
Atlassian doing them mostly at night hours and only when they literally need them.
Mostly they take at highest 15 minutes so I wouldn't worry Here, just have little patience.

If there is no incident (and there is no at current moment) this error can be caused by next reason - your account can be deactivated and already deleted.
Do you have free tier of account?
You received letters from Atlassian about account deactivation?
If yes, when it happened?
If no, and you're sure, it's Atlassian side problem, since this is a community forum and not Atlassian's support channel, you'll need to raise the support ticket yourself at support.atlassian.com. The community can't access your account details.
