When was the last time that you or anybody else accessed the content of that Confluence site?
Atlassian has a published policy about deactivating inactive product subscriptions. The inactivity period is usually 120 consecutive days. They start sending emails to the Organization Admins towards the end of that period, warning that the subscription will be deactivated if there is not some activity.
They send another email when they actually deactivate the subscription, warning that the data will be permanently deleted "soon". The definition of "soon" depends on a few factors and can be as short as 15 days or as long as 60 days.
So, if it has been 180 days or more since the content was accessed, your content has likely been permanently deleted.
If your subscription has been deactivated but you are still in the window before it gets permanently deleted, then you should be able to reactivate it following the instructions in this document:

Make sure you follow the instructions to reactivate an existing subscriptions, not the instructions that say reactivate by starting a trial.

Looking back at my emails from Atlassian I see that it was deactivated on Sept 22nd 2025.
Can it be reactivated?

It is unlikely that you can get your data back since it is well over 60 days since it was deactivated.
Only Atlassian will be able to provide an authoritative answer.

I'm not worried about the data, as I had only had time to post a simple test page... so there's not much to recover.

Did you try to reactivate it following the instructions in the document link I provided? Since you don't care about getting the data back it would be fine to trial the steps in the section about starting a trial, if the steps for reactivating an inactive subscription didn't so the information described.
The message you are getting probably means that the site name/URL has not been released.
At some point after the data gets deleted then the URL becomes available for reuse.
You could try to start a new trial of Confluence and see if it will allow you to use the same site name again. If it doesn't then the name either has not been released yet, or it was and somebody else claimed.

Yes:
1) I tried your link but it is for paid subscriptions while I was just using the free trial... so it did not seem that this would be a promising option as it keeps mentioning billing which is not the case for me.
2) It's precisely when I tried to start a trial that I got an error screen telling me that I had to contact support but none of the options available in the dropdown allowed me to inquire about my expired trial - even just to restart from scratch using the same jlanglois.atlassian.net/wiki URL.

The link I provided for contacting Licensing support is a different page than contacting Technical support.
Customers on free subscriptions are not permitted to open support cases with the Technical support team. But they can open cases with the Licensing support team to find out about the state of their subscriptions.
