Unable to access confluence

I migrated the initial H2-Database to MySQL. Everything was fine. After restart the machine  there is no more Access to confluence. Error: 

INET_E_RESOURCE_NOT_FOUND

Actually, not a Confluence problem - it's a bug in Windows - see https://ugetfix.com/ask/how-to-fix-inet_e_resource_not_found-error-on-windows-10/

Thanks, but no browser works with confluence. Every other site is reachable. With Chrome the error is ERR_CONNECTION_REFUSED.

It Looks like  a Confluence Problem.
