We have to stand up a totally separate on-premises Confluence in a different environment. We currently have some data in our current cloud instance that must be migrated. Are there any tools or directions for that?
After migration, we will need to sanitize or overwrite that cloud area. Are there tools/directions for that?

To migrate the Confluence cloud site / content to data center, you can follow this guidance, maybe you already found this - https://confluence.atlassian.com/doc/migrate-from-confluence-cloud-to-data-center-298979321.html
As the guide explains, you can either do the whole site or migrate space by space but it depends a bit on your setup. If the data center instance already has some spaces, you might need to do a space by space migration so you don't run into problems with duplicate keys.
Then, in terms of resetting the cloud site, you can just delete the product - https://support.atlassian.com/atlassian-cloud/kb/resetting-your-site-if-you-only-have-one-cloud-product-on-the-instance/ and then re-add it. It depends, again, on what you actually want to achieve. If you want to delete everything and start over, this could be a good option. If you need to keep some things and not others, you are probably looking at a more manual process of going through and removing the stuff you don't want.
