My organization has all specifications in word documents (.doc). The documents are huge with indexes and color coding for indentifying sections. Are there any tool(s) that can help us convert them to Confluence pages in hirearchical fashion? We are starting with Confluence.

Confluence has a native Import external documents feature that allows importing files from Microsoft Word, Google Docs and OneDrive.
In order to do so:
From this menu you can upload a Microsoft Word document or connect to your Google Docs and/or OneDrive accounts.
Notice that there's some size limits, such as: 5 MB for Microsoft Word docs (excluding attachments) and 100 MB for attachments.
If this approach doesn't work for your company, you can search for third-party Apps in the Atlassian Marketplace as there's plenty of Vendors available.

We recently released the Word Import for Confluence app on the Atlassian marketplace that may help with this. It supports importing large Word files and automatically splitting them into page hierarchy based on heading levels. It also keeps most formatting like tables and text color.
