On a page in Confluence, I click the "eye" symbol in the top-right which opens a small dialogue with a "Manage Watchers" link. Clicking this link does not do anything, so I'm unable to manage watchers for the page or space.

There are no reported bugs about this issue, so either you've discovered a new bug or it's an issue on your end. For what it's worth, when the Manage Watchers dialogue is appearing for me on Confluence Cloud, so whatever it is, it's not affecting every Cloud user.
First thing to check: What browser are you using, and have you tried it on a different browser, specifically Chrome and Firefox?

Thanks for the reply. I’m using the most updated version of Chrome and have also tried Firefox but with no success. I've also checked with others in our company (including a Mac/Chrome user) and they are having the same problem.
It’s like this link isn’t even a link. Notice that when I right-click there isn’t even an option to open or copy the link. Would you expect there to be?

No, there's no right-click menu for it.
Confluence seems to be recognising your permissions to see the link, but then not allowing you to click it, which would suggest that the user index needs to be rebuilt. I say that because if there is a link on the page that goes to something you don't have permission to view, Confluence turns it into normal text and removes the hyperlink. What's happening to you appears to be a corrupted version of that process - you can see the link, but it's not allowing you to click it (although I could be completely wrong about the user index being the cause!)
If it's that, you'll need to log a ticket to get Atlassian to rebuild the index for you. If it's not that, you'll need to log a ticket anyway to ask them to investigate, because this is some sort of bug.
