Table of content. Not showing header when navigates

Hello all,

Just a question regarding the table of content. We add the table of content, but to navigate to an specific header, it goes just under the header or title and is a bit confusing because it goes directly to the paragraph of that heading without seeing that heading.

Would be possible to navigate directly to the title? I add snapshot to be more clear.

I was able to recreate in server and believe that is how it functions.  I believe this is how it functions.
