Space permissions in confluence

I had a user that created a space, and no longer works for the company.  The account is marked not active, so I made myself one of the space administrators with full permissions.

For some reason, I still don't see the Space Tools when in the space.

Hey Gordon!

It's possible that the Space in question is using a different theme that has the Space Tools link hidden.  If so, you should see a Browse button next to the Spaces and People on the top navigation bar. In this menu you should see an option Space Admin.
