I cannot seem to find a clear answer on this question.
Is there away to apply a custom CSS to a Could instance. I am not looking for any advance themeing, I just want a way to say all H1 must be blue and All H2 must be red.
I have looked at this page, and I cannot tell if this only applied to a plug in that has been created or if it is a Global Theme, and if it is, is there an example of it i can see somewhere?

I'm Kris from K15t (Atlassian Marketplace partner).
We make an app called Scroll Sites that builds a website from your Confluence content. You can customize your site (both look and feel) - CSS and JS options are available.
You can make the site public, on your own domain, or put it behind a password / your company's SSO.
This means that even people without a paid Confluence seat can access your content - while you're still in control who has access. All that without making your actual Confluence space(s) open to anonymous access.
Example of Scroll Sites: https://docs.emplifi.io/platform/latest/home/ - there is also an internal version of this site behind SSO. I know that because I worked at Emplifi and built those site).
Also, if you look at the Atlassian's Data Center documenttion, you'll see that it's built with the older version of our Scroll Sites app called Scroll Viewport (just scroll down to see "Powered by Confluence and Scroll Viewport.")

You can have a Site theme, which is applied at the global level
And you can also have a Space theme. So, if you are able to follow the instructions in this page - https://developer.atlassian.com/cloud/confluence/create-a-confluence-theme/ , you should be able to create a Site theme and apply it globally.

I have seen that, but like I said, I am finding it unclear as to how to install a theme. Does it have to be an App installed from the market place? I am also unsure if this is going to be a custom theme that is automatically applied to all pages and content, or is the theme going to have custom Macros, for example a themed H1 Macor, that will need to be manually applied to pages?
And is there somewhere I can find an example of a coded theme?
