Hi,
I would like to show a line on page top (anyway if user is scrolling the page) asking "Do you need Help? Follow me on LINK" (just as always showing the title row on an infinite table).
The user may stop displaying that line clicking on "x" (like closing a web page) or click on "LINK" which would open a predefined Help Desk web page (better a new tab) showing the user what to do depending on subject he would need help on.
This usually happens on web side which implemented a chat help desk. I do not want to implement a chat, but only show a web page where all contact are available to ask for help.
Would that be possible on confluence? Does anyone have an idea how to do that?

I am a regular user, who writes technical and user instructions without any specific privileges. My target was to direct users facing difficulties to subject specific helpdesks.
Is my suspicion correct?

your suspicion is correct. You have to talk to the admins.
(Side note: Just imagine you were an admin of a Confluence (or any other) site. Would it be acceptable for you if "regular users" could implement site-wide technical functions like banners, menues, pop-ups?)

thank for your remark. I agree with you. In effect I was looking for a way like a local table title row mechanism and I was advised on a banner.

as you mention a table title row:
The Table Filter and Charts Plugin has a function to freeze N rows of a given table. With this plugin installed in your instance, you may put your link in the header row and frreze the row in the macro configuration. Of course this only works if you put the entire page content in the table cell(s) below.
(Side Note: @Pramodh M 's suggestion was the closest to your requirement, quick and easy to fulfill for an admin. There may be other solutions which need more efforts - and also can be done by admins only. Good luck with your search!)
