Our client has their own Jira/Confluence accounts. Can I share either a Confluence page or Jira board with them on their accounts or do I need to either add them to our instance or make the Confluence page public?

I'm sorry I couldn't give you better news!
Another possibility is if you have Jira Service Desk installed, you can create customer accounts for your client, which are free. Then you can allow your the clients to view the specific spaces in Confluence which are meant to be viewable for your clients.

If the pages and projects aren't open to the public, then you need to have those users added on your instance as licensed users.
