Look at the first error in your log - it tells you exactly what you have missed when you set up the empty database.

I have fix it, the charset=utf8

i feel main question is this:

com.atlassian.confluence.tenant.VacantException: Confluence is vacant, a call to tenanted [public abstract net.sf.hibernate.Session net.sf.hibernate.SessionFactory.openSession() throws net.sf.hibernate.HibernateException] is not allowed.

That's the sort of error that happens when you have encoding errors earlier on.

If you have fixed the encoding error, then your log should be cleaner - could you show us the ne wlog you get after having fixed the encoding?
