Setting up a template for a new site

I have a site outline that I'd like to add a template so anyone adding a new site can pick this up and have the relevant headings needed.

Online instructions are unclear for "site creation" .. Page templates are easy to see, but the templates for sites are not available.

Please advise.

Can you clarify what you mean regarding a new site? Confluence has both Global and Page templates, and the global template will apply to the entire Confluence site.

It's not possible to create additional Confluence sites via a single Confluence instance, so it's not clear what you're looking to template exactly.
