Separate Jira subscriptions under same domain

We already have dev team using Jira Standard and Confluence.

We want to onboard business/pmo teams on Jira for advanced roadmaps, which is available in Premium tier, but we don't want to pay premium for devs.

So, we want business users (7-10) using Jira Premium, and the devs (~20) can keep using their Standard Jira subscription. While confluence can be shared.

Please suggest how do we structure our organization, sites and subscriptions.
