Self service in Jira Service Management

Hi,

I need implement Selfservice en Jira Service Management, i know it is possible deploy Confluence for that
My question is how to count the users for confluence, for Jira SM we have 17 agents and 250 users, so ¿for Confluence the user is the agent??

If you connect Confluence to Jira Service Management the only licenses you will need on Confluence are for those who will be maintaining and editing articles which are usually the agents. Do you would only need 17 confluence licenses.
