SOAP WSDL link, everyone i find in the docs is a 404, please advise

I think SOAP has been turned off for Cloud installations.  It's been deprecated since 5.5 with the aim of killing it off completely soon, so it wouldn't shock me if it has been shut down on Cloud.

You should be using REST calls instead.
