If you try to add more guest users to Confluence than the allowed limit, does the system have a built-in safeguard to prevent it?

Originally the Guests feature did not enforce a limit despite the clear 5 Guests per paid user guidance.
After some recent changes, a safeguard is now in place which also alerts Admins when Guests are over 90% quota and suggesting a few solutions such as:

Found this in one of the articles,
Guests are free of charge (up to 5 guests per paid user). Total number of users (paid + guests) can't exceed the current Confluence site.
As, it says total paid + free can't exceed current confluence site limit, so there should be a safeguard.
