Reset Atlassian 2MFA as Admin for user

Hi guys,

following problem: User needs to reset 2MFA, since codes are not arriving. PW reset as Admin prompted, could not executed since user has not the 24 digit emergency recovery key.
I as an Admin cannot reset 2 MFA in the panel. 
User tried to log on via MS credentials. After popping up several times, the log on was accepted but then afterwards just a white blank window came up. IN all browsers. 

Question: What is the procedure to reset a 2 MFA for an Atlassian account?
