what are the main blockers for not using these products for,

portfolio or program management / portfolio assessment

Thank you for your reply. I've been watching your demos and I did try to register but unfortunately my time zone is New Zealand and it will be 1AM or 2AM for me :(
we are heavily dependent on documentation due to government regulatory requirements especially when it comes to the strategic alignment of our projects. I'm trying to set up jira in accordance with our project management framework (3PM). Currently jira is used by our development teams so setting up the project in Jira comes at the delivery stage. I'm looking at ways to use it from the early stages.

R4J is capable to create e.g. Word exports based on the tree structure. The exports could be used to provide documentation matching the regulatory requirements.

I have used Jira, Confluence and Jira Service Management on many large scale enterprise projects. Each project I have used it a little bit different to meet the needs of the project teams. Every project the applications have worked really well and met all of my project needs. If you could provide a little more information about the project I could provide some additional insights.

our project management framework has the following stages
Concept - Evaluate - Plan - Deliver - Adopt - Realisation
We set up the project in Jira at the delivery stage because our development teams are currently using jira for their development work. I'm looking at the best way to set it up so that our project management teams can use Jira/Confluence from the early stages of our framework. it is a bit tricky work to have a templated approach to rule them all.
we also follow Better Business Case methodology for business case development.
what I have done so far is set up the jira tree structure

Detailed requirements
Development task
test cases
also I'm going to open jira to our SMEs for their feedback on requirements and approvals. then later down the track I will have dashboards to view traceability.
I'm hoping to include "lessons learned" Benefits mapping, process maps, and change management activities.
