That is not an Atlassian Cloud system, it is a server your organisation is running somewhere (as you say cloud, probably on a cloud provider like AWS or Azure)

You should get one of your billing or technical contacts (it's pretty standard to name your admins as technical contacts) to raise a support request at  https://support.atlassian.com/contact/#/
