I would like to report a bug in Confluence 9.2.14. When using the PDF macro to display PDF files, the annotations are not rendered and therefore do not appear. It is not clear where or how this issue should be reported, to seems to be a bug.

That does look like a bug or at least an unsupported rendering limitation in the PDF macro.

The macro documentation only states that it displays the content of an attached PDF, but I do not see any note that PDF annotations are supported in the rendered preview. So if the annotations are visible in the original PDF outside Confluence, but not inside the macro, I would treat that as something to raise with Atlassian Support or treat as unsupported Function.
My apologies for describing the issue incorrectly. The problem is not related to annotations, but to added PDF markups such as text boxes, arrows, and similar elements, which are not displayed in the PDF macro.

That still sounds like a rendering limitation or bug in the PDF macro viewer, not a problem with your PDF file itself.
If those markups appear correctly when the PDF is downloaded/opened outside Confluence, but disappear only inside the macro, then the macro is likely not rendering that markup layer/object type correctly.
