Confluence API tokens

We are using search API of Confluence in our product. In order to do that we need to ask for website, username and  API token during confluence integration

But this seems to be a difficult for users to do the integration and they are getting confused while create the API token. They are following this link - https://confluence.atlassian.com/cloud/api-tokens-938839638.html

Can anyone confirm the following questions

- The API token has to be provided by the Confluence admin in the company?
- The API token is single for each user or can be used by everyone?
- How would it work in a company of 50000 users? Would they have to find out who is the Confluence admin first?
