REDCap Production Mode Participant List

I have created a REDCap Survey that is currently in production mode. The Enter Draft Mode does not work on Survey Distribution Tools. 

The participant list has emails with no participant identifiers, and the surveys have not been distributed. Currently no data has been collected. I want to include participant identifier with the emails. 

I'm aware the REDCap administrator can change the Project Status Mangement back to Development Mode so I can enter in participant identifier in the participant list. 

My question is if I click on "remove all participant" from the participant list while in production mode will I be able to reenter the emails with an identifier?

You probably ended up here because your company is using an Atlassian product, From what I understand REDCap survey app and not related to Atlassian so you would probably get a better answer if you contact your REDCap admin.
