We are currently operating on the standard plan, but we are considering changing to the premium plan.
Is it possible to switch to the standard plan after operating with the premium plan?

Yes, It looks like you can downgrade to a lower level plan (premium -> standard) after operating with the premium plan. It's mentioned in the documentation here under change your plan section : https://confluence.atlassian.com/adminjiracloud/jira-cloud-plans-972338880.html

I tried to downgrade from premium to standard, but it redirects me to a form, then there's no further action or response, and the plan still remains premium.
