Question on new way to invite people in Confluence

In this week's release notes, there is the following item:

If someone with a Confluence account decides to share with someone who does not currently have a Confluence account:

  1. Can the sharer be a guest or does it need to be a licensed user?
  2. Who does the access request go to? Confluence Admin, Confluence User Admin, Space Admin, all of these? 
  3. Can the Admin who gets the request decide whether to add the user as a guest or licensed user? (a while back we had a bunch of people with licenses, and we weren't sure who granted them)
  4. Should the Admin check with the Space Admin to see whether this person should have access to the space?
  5. I presume the content permissions selected in step 4 are for the page/live doc/whiteboard/blog/database that the person is sharing. Does the Space Admin also need to set general permissions for the person in the space (if the Confluence Admin does not put them in a group that already has permissions)?

Only organization/site admins can add a new external person and choose whether they become a guest or a licensed user; ordinary users (including guests) can share a page to trigger an access request, but they cannot grant product access or assign the guest role themselves. Access requests route to people who can grant them: for a restricted page, Confluence emails up to five likely granters (recent contributors with Restrict/Admin permission, then space admins), and for space access, Confluence emails a subset of space admins, after which a space admin must grant space permissions; content-level permissions never bypass required space access
