I want to share the space with the public who does not have a Confluence login, but the Public link toggle is not visible in the "share" window, as mentioned in the support.
Is it because I am using the free version? I am the admin for the site.

Yes, this is because you are using a free subscription.
There is no permission management possible on a free subscriptoin.

You are correct, Confluence Free does not support pemissions management and you cannot make a space open to anonymous access (public).
There is an app that can do that (Scroll Sites) even on Confluence Free from a private space. If you want, you can also protect the site with a password - that will make your content available to anyone who has the password even if they don't have a seat on your Confluence.
It will also make look the site nicer.
(Disclaimer: I work for K15t, maker of the Scroll Sites app, but to my knowledge, there's just one other option create a public website from Free Confluence).
