Permissions

How can I create restrictions on the page if the below message is displayed. The sub-page I own is part of the broader 'Public' page. 

'You're not allowed to change these restrictions. It's either due to edit restrictions on the page, or permissions settings for this space.'

This is exactly what it says it is.  You do not have the rights to change the restrictions.  Either you do not have "restrict pages" permission in the space, or the page has a "restrict edit to these people" and you are not one of those people.

You will need to talk to the page owners to get the restriction changed, or the space admins if  it is the space permissions.
