Page property list

I've added a page property in my decision template for Priority, and for the variable, chose "List" with four possible values (High,Medium,Low,Defer). 

When I preview the page, I see the dropdown menu as I expected:

But when I create a decision, the table cell next to Priority is empty. Any text I type there is used as the property value, and no dropdown is visible. 

Why isn't the dropdown displaying?

Page templates are used only when adding a page. It is not possible to apply a template to an already-existing page. Once a page has been added using a template, the template is no longer linked to the page. All further editing is performed as if the template was never used. Some Marketplace apps provide enhanced template functionality. You can search the Atlassian Marketplace for template apps.

So as per above description, when you create the page from template, you will be prompted to select the Priority from the options you mentioned in your decision template and is selectable only once when you create page from it. Hope this helps.
