Question - can you (or any other Org admin) still access admin.atlassian.com? If so, you could check the status of this particular site and why it might not be accessible. You could try checking Apps > Atlassian apps or Billing pages.
Also, there is a System health page (more info about that here) where you could check if there are any active incidents related to your sites or apps. 👀
On top of what Fernando said, if for any reason you cannot raise a ticket via Atlassian Support, you can switch to Pricing, Billing & Licensing Support and from there you should be able to raise a ticket.
