In confluence permissions question. If for a Space we wanted only allow users to create new Pages under the existing parent pages and block creating pages at the root, how best to do that.

new pages can only be created under page1, page2, etc.
Do we have to put a restriction at the top level and then remove restriction inheritance for the parent pages? Or is there another way?

The creation of pages can only be controlled at the space level. You can add edit restrictions on a page but this will not prevent user to create pages under them.
