Page Tree - sort by position not working

I've manually sorted the pages in my space by going to Space Tools > Reorder Pages. This is perfect -- everything on the space's lefthand menu sorts correctly.

Next, though, I want to embed the Page Tree macro into pages with the same manually-sorted order to the pages. When I configure the macro, this should happen if I set "Sort Pages By" = "position". The documentation at https://confluence.atlassian.com/doc/page-tree-macro-163414255.html says "position — sort by the default Confluence sorting rules. If your pages have been ordered manually, this sort will respect the defined order. Otherwise the pages will be displayed in the 'natural' alphabetical order, such as: title1, title2, title10."

However, it doesn't work.  It doesn't appear to follow the defined order. Instead, it displays in alphabetical order.

Am I doing something wrong? Should I be ordering manually somewhere else?
