Page Restriction diferent for some Spaces

In our Confluece Spaces page restriction works great when set up user who dont have view acces can find the page just get Access denied. 

But for one Space (one found so far ) the set up is the same and user canot see the page but he can ask premition to see it 



thoes anybody have any idea what could be the diference 

Confluence Request Access Plugin is enabled globaly foe every space 
Only thing I found diferent is Comala workflow but didnt found anything unusual that could do something like this

"If the request access message doesn't appear, you're not able to request access for that particular page. This usually is because the page has inherited view restrictions from a parent page, you don't have adequate space permissions, or there is no mail server set up."
