Page Layout not possible to move up and down, no possible to copy them

Working in Confluence with Page Layouts according the Documentation is possible to move a section to another part of the page placing your cursor in the section you wish to move and after choosing the Move up or Move down buttons. But really in my page in editing mode I can't see these 2 buttons. How is possible?

Other question: how is possible to copy the same section in other part of the same page?

You are reading docs for Confluence Server here, not Cloud.

Sections have gone away in the new Cloud editor.  Layouts replace them, but are not as powerful - you can't move layout areas around the way you can with sections, they're just about having 2 or 3 columns in a fixed point in a page now.

So I can't move them up or down the page anymore? I need that functionality! Now I have to copy and paste everything inside a layout and create a new one.
