PDF Export customization won't include HTML sections.

When customizing the Export to PDF look and feel, the CSS works fine but none of the HTML sections (Title, Header, Footer) work, even with the most basic of code.

Is this a permissions issue?

I believe you can't add html to the PDF export.

What does "doesn't work" mean for "HTML sections"?
