Only one User is unable to access those pages in spite of having the requisite permission to view the pages and there is no view/edit restriction applied to those pages.

Our knowledge base article, 'java.lang.RuntimeException Error rendering template for decorator root' in a Page indicates there may be a more helpful error prior to the one you are reporting;
The above error is a symptom and usually displays after the root cause error, which will be printed out to the atlassian-confluence.log. Search for the root cause error that occurs before the first of the "Error rendering template for decorator root" error.
However, the article also goes on to list some troubleshooting steps. Please check the atlassian-confluence log at <confluence-home>/logs and see if there is a more helpful error, and try the relevant steps from the kb. I look forward to hearing what you find.
