'Older' Link for Blog Posts Missing for Some Users

When I select the Blog link on the left-hand sidebar I am taken to the page to see all blog posts. At the bottom of the page, there is an Older link which takes me to previous blog posts. Non-admin users, however, do not have this link. What needs to be done so that they have the link?
