When is the last time you have used to Confluence instance and is this a free instance?
Are you the org admin of the instance and can you access the admin section of the instance on admin.atlassian.com?
Otherwise reach out to the instance admin or your IT department if this is a company site.
If you can't reach out to an admin or otherwise raise a support request via, Atlassian Support (you need to be an admin to raise a request)

unfortunately there's not much, what can be done. If the problem persists, please contact the Atlassian support.
Or are you on a Free plan, which means you cannot create support requests?
