Not able to disable users or reset passwords

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

A few of our users are not able to login to confluence. Using the password reset facility, it sends out the email to the user with the link but they are not able to reset their password. 

From the admin area of confluence, i'm not able to manually configure a password manually. I get the following error:

 

The following error(s) occurred:

Failed to change user password. Check your server logs for more information.

 

I'm also not able to disable users and get the same error message.

 

After checking the log files, there is nothing that shows what the issues could be.

The "failed to change" process will have written more into the log file.  It might only be a line, but it will have recorded the failure.
