Not able to change the restrictions for pages

I am no table to change the restrictions for the pages and get the below error message.
"You're not allowed to change these restrictions. It's either due to edit restrictions on the content, or permissions settings for this space."

Welcome to the Atlassian community.

The answer is in the error message.

If you don't have the right space permissions to be able to edit Restrictions, that can prevent you from changing the Restrictions.

If the page already has Restrictions set, and those restrictions prevent you from editing the page then you are also prevented from changing the Restrictions on that page.
