A colleague gave me access to their Confluence app page, however, it still will not let me view it saying I have no access. We've checked multiple times.

Do you have access to other Confluence pages in the same Confluence instance?
There are multiple levels of access for Confluence.
Have all those access points been verified as granted to you?

with a lock icon. Admin has shared with me a row of green dots for my ID presumably showing that I have access to all levels. However, I will share your items 1-3 with them to verify. Ty.

The admin confirms all access has been given. Does the site require some period of time before given access becomes available? First access was granted weeks ago, and was recently provided again.
I have submitted a help request to the Confluence Helpdesk. Maybe that will help.

The amount of time required for access to be granted depends on exactly what was done to grant access. If access was granted by, for example, adding you to a user group in a MS Azure system, and groups and group membership in Atlassian Cloud are obtained from that system, then there could be a delay while the systems synchronize. That delay should not be more than a day or two at most, unless there is a problem with the synchronization process.
So, we need to try to debug where in the hierarchy of access you access is not yet granted.
Ask somebody who has permissions to the space/page to execute these steps:
1. Click on the Share button in the upper right corner.
2. In the new pop-up click on the ... button and select Inspect Permissions.
3. Have them search for you and select you in the Users' name list.
4. When they select you information about your access to the current page will display. They need to make sure they have selected the Show all levels option at the bottom of the dialog.
That will show at each level if you have the permission (specified in the pick list in the upper right of the dialog) for the current page and up through its hierarchy to the Space level and then beyond to the Confluence app itself.
Once it has been determined at what level your access is not enabled, more targeted troubleshooting can be done.
