No Install Tab On UPM Screen In Confluence On-Demand (Evaluation)

It looks like there should be a install tab in the Universal Plugin Manager page inside Confluence, but it isn't displaying. Is this a limitation of On-Demand or the evaluation? Or am I missing something? We need to explore how well some plugins work to make a purchase decision. I would upload a screen shot, but apparently I have no karma.
