I'm taking over for several people who departed and have not handed over their permissions.
I've worked out how to add myself as a site admin, and gather our logins, but for Confluence, it still sees me as a regular user.
Even though I'm the correct site admin, and added as a billing contact, the application still treats my account as a regular user. I need to also re-delegate site spaces, and even though I'm a site admin, I cannot. The ability to Recover Space Permissions simply isn't there.

As mentioned, as a site admin you should be able to access Confluence administration/Mission control menu through the cog icon on the top right of your Confluence.
In order to avoid any misunderstanding, could you please let us know how did you grant site administrator to your Confluence site? You should be able to do this through admin.atlassian.com and grant "product admin" privilege to yourself.
Once you are a product admin, you should be able to access the Confluence administration and configure the space administration through mission control.

Well, I finally figured out that there are ORG admins, and SITE admins, and PRODUCT admins. I think there is a BILLING admin as well? And the error pages don't discern which type of $admin one's privs hinge on. Frustrating.
I had to reactivate a prior company ORG admin's account in order to create my own ORG admin account, this was done by the former ORG admin account granting my ORG account admin rights.

Ok, in the ORG Admin panel, I go to Directory > Show Details on myself > Select Confluence line item, Actions > Select Manage App Access
and then I get presented with:
Request access from your administrator.
I am the administrator. This is the problem.
I've gathered all of the user accounts under this ORG admin account. There are no more active SITE admins, and I need to take that over. And products. All of it.
Nothing shows up in our ORG admin panel for APPS, so I'm not sure how SITE administration is connected, disconnected, or... I have no idea. This system is opaque.
So I'm stuck with admin rights over the ORG and a bunch of SITEs I can't seem to manage or delegate privs for.
On my personal home landing page, a link for our Confluence site shows up, but when I access Confluence, no Cog widget is present.
