Navigating to an anchor in Confluence takes me past the anchor

This has been happening forever, not sure why and the only way is to really jerry rig the page. 

I create and anchor and when I link to it, the link takes me several "inches" past the actual anchor. The only way I get around this is to place the anchor way above where I need to navigate. Is this a known bug, and if so, then how do I get around it. And if not, then how do I fix this?

Hi @Marty Angstreich I took a quick look on Atlassian's Jira Site and found a couple of issues that may be related. You didn't mention what version you have, so your issue might already be fixed in the latest code.

Just for troubleshooting purposes, does everyone experience this?  Have you tried a different browser?  Is your 'Zoom level' in your browser 100%?  

Feel free to check for yourself, but here's a couple of things to look at: CONFSERVER-82406 

Does the page title start with numbers?  CONFSERVER-92823 

Is it part of a Table of Contents? CONFSERVER-78576
